The mechanisation of Japan’s armed forces proceeded at an extremely slow pace during the war. Lacking the resources to develop dedicated self-propelled artillery, they instead turned to expedient adaptations of existing designs. The first model produced was the Type 1 Ho-Ni mounting the 75mm Type 90 field gun in an open fighting compartment (similar to a German Marder, but also intended to fire as artillery) on a Chi-Ha chassis. The Type 1 Ho-Ni I was intended to be issued to the armoured divisions to fill both the role of mobile anti-tank, as well as self-propelled artillery.
